
Wow, thanks to the Department of Defense, we no longer have to worry about such pesky issues as the facts on the ground or that perpetually irritating thing I like to call the truth. No, no, no. Don't you worry your pretty little head about that any longer.
The U.S. military is conducting a propaganda campaign to magnify the role of the leader of al-Qaeda in Iraq, according to internal military documents and officers familiar with the program. The effort has raised his profile in a way that some military intelligence officials believe may have overstated his importance and helped the Bush administration tie the war to the organization responsible for the Sept. 11, 2001, attacks.The documents state that the U.S. campaign aims to turn Iraqis against Abu Musab al-Zarqawi, a Jordanian, by playing on their perceived dislike of foreigners. U.S. authorities claim some success with that effort, noting that some tribal Iraqi insurgents have attacked Zarqawi loyalists.
For the past two years, U.S. military leaders have been using Iraqi media and other outlets in Baghdad to publicize Zarqawi's role in the insurgency. The documents explicitly list the "U.S. Home Audience" as one of the targets of a broader propaganda campaign.
Some senior intelligence officers believe Zarqawi's role may have been overemphasized by the propaganda campaign, which has included leaflets, radio and television broadcasts, Internet postings and at least one leak to an American journalist. Although Zarqawi and other foreign insurgents in Iraq have conducted deadly bombing attacks, they remain "a very small part of the actual numbers," Col. Derek Harvey, who served as a military intelligence officer in Iraq and then was one of the top officers handling Iraq intelligence issues on the staff of the Joint Chiefs of Staff, told an Army meeting at Fort Leavenworth, Kan., last summer.
In a transcript of the meeting, Harvey said, "Our own focus on Zarqawi has enlarged his caricature, if you will -- made him more important than he really is, in some ways."
"The long-term threat is not Zarqawi or religious extremists, but these former regime types and their friends," said Harvey, who did not return phone calls seeking comment on his remarks.
What's a little government-pushed propaganda among friends, eh? The fact that what they were pushing was not true, and they knew it, but still hoped to get the media here in the United States to push the themes -- which they did -- by using surrogate media outlets in Iraq to feed video and other information -- well, we oughtn't ask too many questions about that, right? Because our servicepeople and their families, let alone the American public, ought not be able to make decisions based on the truth of how things are going, now should they? I have always told people that I believe in the great self-correcting nature of this nation. It always stays right — pretty far right at times — but has historically been able to return to a reasonable and more enlightened place.
Recently, I have had doubts. Especially after the messianic war gaming of an unprovoked first strike nuclear attack on Iran and the reported quotes by Bush. That is the kind of event — [perhaps in control of just one person — that would permanently prevent this nation from correction. Will enough happen soon enough?

I’m not saying these aren’t real people who have done bad things, but our government elevates them to legendary super-villain status as a way to give the American people a demon to hate.

If the NSA and CIA are supposed to keep out of domestic affairs, and if posse comitatus restricts the Army in some ways, I find it hard to believe that the Military can engage in propagana activities targeted to the US citizen.
I have no problem with us conducting propaganda campaigns, if they just didn’t wear their clown suits they’d work alot better.

If he actually said that (instead of “key judgments”), wouldn’t that amount to the entire NIE being declassified? Can somebody find the entire quote? After all, if he says it, then it’s declassified…that’s all it takes, right?

Since propaganda is the theme of this blog, here is a report where Jack Straw (UK foreign sec’y) throws water on the Iran strike talk. Of course, if you are planning a pre-emptive strike the best thing you want is for your enemy to be off-guard, and this may just be disinformation. However, I highly doubt if the Iranian generals are so naive as to take this at face value.
So, in my heart of hearts I would like to believe Straw, but I have to remain skeptical until I see more evidence that Bush is not stark raving mad. Might be a long wait.

Despite public assurances to the contrary, George Bush seems to be very seriously intent on launching a pre-emptive attack on Iran. It has also been revealed that the attack would most likely involve nuclear weapons.
If such an attack were to take place, it would be the beginning a World War III, and cause irreparable damage to the entire Middle East as well as to the United States itself. Whatever threat Iran poses to the security of the United States, a pre-emptive attack will not solve anything. It will criminalize the United States in the eyes of the World. And it will force Iran to take counterforce measures that will have incalculable consequences.
President Bush and the people around him who are planning this are under serious delusion that such an attack could be successful without dire consequences to innocent people in that region, and to American citizens at home.
As my representative in Congress, I plead with you to begin to speak up against this atrocious plan before it becomes a horrifying reality, from which we cannot recover.

The original unclassified version of the NIE did not contain any of the alternate views. Libby surely didn’t “discuss” the alternate views with Libby. Then the version of the NIE that went through declassification DID contain the alternate views.
Is there any documentation about what Libby took to Judy? I’ve heard references of a PDF file… In your recollection, did Judy get anything from Libby?
I’d be curious as to what differences there might be between the “July 8 Libby decides what to tell Judy” declassified version, and the 10 day later version that went through an official process (which contained the alternate views).

Does the Bush administration really want to focus attention on Zarqawi and thereby on history of their policy towards him? Bushites protected Zarqawi, or at least were very careful to let him operate undisturbed, so that they could say that Hussein was harboring terrorists in Iraq. Even though Zarqawi was operating in areas outside of Hussein’s control before the invasion.
Does the Bush administration think that no one will remember that the administration sold ex-Baathists as the main source of the insurgency? Are they going to try to claim that US had defeated this element and now Zarqawi has somehow grown to dominate the violence? Do they think anyone will believe them. After all of Rummy’s very public and histrionic lies and general “acting out” regarding the source of the violence?
So yesterday it was remnents of the Iraqi armed forces, then it was dead-enders and Baaathists, then it was Al Qaeda, the Zarqawi, then Syrians, then Iranian influence, now it is Zarqawi again. Do they think anyone will believe this. Good propaganda has be be believable.

I watched some of Bush at Johns Hopkins today. Was it my imagination, or did he seem less arrogant and didactic than usual? My impression was that he was attempting to be ingratiating. Might he be feeling chastened, or fearful?
Truthout and Democrats.com have released a story saying Bush was involved in the decision to leak Plame’s name in connection with the refutations of Joe Wilson’s criticisms of pre-war intelligence.

According to four attorneys who last week read a transcript of President Bush’s interview with investigators, Bush did not disclose to the special counsel that he was aware of any campaign to discredit Wilson. Bush also said he did not know who, if anyone, in the White House had retaliated against the former ambassador by leaking his wife’s undercover identity to reporters.
Attorneys close to the case said that Fitzgerald does not appear to be overly concerned or interested in any alleged discrepancy in Bush’s statements about the leak case to investigators.
But “if Mr. Libby continues to misrepresent the government’s case against him … President Bush and most certainly Vice President Cheney may be caught in an embarrassing position,” one attorney close to the case said. “Mr. Fitzgerald will not hesitate to remind Mr. Libby of his testimony when he appeared before the grand jury.”

A fascinating news article, and great analysis by you, Ms. Hamsher. Trying to read between the lines, I think that there’s now some bonafied dissent going on among military leaders. Dissent against Bush and Rumsfield. According to the article, the journalist was given those documents. The documents didn’t fall into his lap by his own effort.
I conclude that a number of military folks at the Pentagon are, in their own way, spewing all over DOD and the WH. I think we’ll see some more of these types of document releases….all anonymously.

Just like a few smart Republicans are tying to get the jump on the Democrats now in criticizing Bush so it can become “their” issue, Rove is now doing this in his speech today on election reform. He knows that he’s rigged our elections, so true to form, the fake offense is set in motion. He says “we have a real problem with our elections”….the “proactive CON. We cannot let him get away with this diversion. They always go on the offense when they are guilty of something….they say the opposite of what they are doing/trying to hide.

This propaganda B.S. merited a 2-page letter with many links sent to Senator Levin following a one-on-one discussion with him about the lack of controls on contracts to R*ndon, L*coln, SyC*leman et al for hundreds of millions of dollars. We, the public, I explained, can’t be certain that the contract deliverables don’t impact us; if they’re using the internet to propel a message, where does it stop? It certainly doesn’t stop at the U.S.’ shores. I know I’ve seen press somewhere that R*ndon was contracted to promote the pre-war for DoD, too; I suspect all of this is tied into what used to be the *ffice of Str*tegic Infl*ence.
You can bet I’m bucking for another meeting with Levin within the next two weeks, particularly since he’s on both the Armed Services Committee and on the Permanent Subcommittee for Investigations. I have a nasty feeling this al Q propaganda is a drum-up for a “Menu” type operation — think Cambodia and Nixon, where Cambodia = Iran.

Jane, I think you missed an opportunity here to tie all this to the incestious business relationship between the Washington Post and the Bush regime. Washington Post is receiving millions in govt contracts from the Bush administration under the no child left behind program. It is all about money. It is always about money. Did anyone else catch Amy Goodman’s discussion with the european reporter on Friday who is appalled by the poor quality of information getting to the American public? Among the things he found significant is that, in European and Arabic media, Zarquawi’s absence with regard to significant familial concerns is taken as an indication that the man died a couple years ago though no remains were found. What purpose has it served the administration to keep the threat of Zarquawi alive? Fear, the only thing that can keep idiots in power over the uninformed.

I think this is huge. I hope Jane and Christy can provide some context/implications for the story and it’s accuracy can be verified. This is a major turn of events that is only shocking in the extent that it directly involves Bush. So much of what we’ve seen with the White House Iraq Group and the leaks and distortions of intelligence Cheny, Libby, Rove, Rice, et al made were specifically crafted to prevent Bush from having direct ties to them. Throughout it has looked like the Bush administration had succeeded at keeping the real dirty dealings out of the Oval Office. Leopold’s revelation and the Libby testimony on Bush ordering the selective leak of NIE to reporters prove that they did not succeed at insulating the president from potentially illegal (and clearly immoral) activity.

Under the National Security Act, the President is not allowed to authorize all kinds of covert actions, there are supposed to be limits:
Sec. 503 (f) No covert action may be conducted which is intended to influence United States political processes, public opinion, policies, or media.
If you do not identify the Govt’s participation in the preparation of the statements, that pretty much seems to meet the covert part.
e) As used in this title, the term “covert action” means an activity or activities of the United States Government to influence political, economic, or military conditions abroad, where it is intended that the role of the United States Government will not be apparent or acknowledged publicly, but does not include.
Actually, the No Child Left Behind endorsement payoffs probably qualified, but Congress hasn’t done anything. 503 also has notification requirements vis a vis Congress, not that any of that matters these days.
Apparently, this violations of Section 503 are also, according to AG Gonzales, bc Congress is not allowed to create “tension” for the President. If it does, his remedy is a lot like the divorce remedy in parts of the Middle East: He twirls on tiptoe thrice around, reciting once neener, twice neener, THRICE NEENER Film at 11:00.

GONZALES: Senator, this will probably be my response to all of your questions of these kind of hypotheticals. Questions as to whether or not — can Congress pass a statute that is in tension with the President’s constitutional authority? Those are very, very difficult questions, and for me to answer those questions sort of off the cuff, I think would not be responsible.
So, if it has been done, and is not a hypothetical, isn’t that an awful lot like his “truthy” statements to Congress, Feingold and Durbin in particular, prior to confirmation? And his “truthy” statements about domestic wiretaps? After his represenations that he is, after all, the President’s lawyer, with no duties to Congress to advise them or comply with, much less protect the laws of this Country, as long as the President tells him not to,ISN’T IT TIME FOR A NEW, TRUTHFUL AG?
Let’s start the impeachment process at the office that should have drawn the line in the sand – and didn’t. First impeach Gonzales, and refuse confirmation of anyone who doesn’t have minimum amounts of integrity. Also, any top military counsel that went along with preparation and dissemination of Domestic Propaganda, and if that just so happens to include the Gen Counsel for the Pentagon, and the man who keeps giving Rumsfeld his get out of jail free card, so be it.
